Early on, scholars pioneering the field of policy mobilities noted that activists can be key players in mobilising urban knowledge and best practices. Yet, with few exceptions, activists have played a marginal role in this scholarship. This is a missed opportunity to engage with the complex and fluid ecology of actors that variously work to assemble the city. Regarding cycling policy, there exists a blurry boundary between experts and non-experts that demands a closer engagement with activists and richer accounts of the spatialities and strategies that make the bike mobile in different ways. This paper puts policy mobilities into dialogue with social movement and Science and Technology studies to better account for activists' role in urban knowledge circuits; move beyond policy mobilities' persistent focus on elite actors; and more clearly elucidate how cities are assembled and contested. It does so by attending to cycling activism in Latin America and the World Bike Forum, a grassroots event created and sustained by Latin American cycling activists.
